福建省国有林场职工社会保险现状、问题及建议

Social Insurance for the Staff and Workers in Fujian State-owned Forest Farm:Situation,Problems and Suggestions

福建省自1994年实行社保改革以来,全省106个国有林场全部纳入社会保险范畴,但部分退休职工养老金发放不到位、社保缴纳"双基数"等问题影响着林区稳定和林场发展。通过调研强调,要从国有林场生态建设重要意义的高度出发,明确功能定位,实行差别化财政政策,加大政策扶持,取消"双基数"落实民政接收,完善事业单位养老保险体系,把保障职工基本生活作为民生问题,全面推进国有林场改革。

Since the implementation of social security reform since 1994 in Fujian, the province 106 state-owned forest farms into all social insurance category, but some retired worker pension will not pay the ＂double base＂ in place, social security and other issues affecting the stability and forestry development. After the research, from the height of the state-owned forestry ecological construction significance, clear function orientation, implement differ- entiation fiscal policy, increase policy support, abolishing the ＂double base＂, and to carry out the civil administration, perfect the institution endowment insurance system, the basic life safeguard worker as the people＇ s livelihood problems, in promoting the reform of state-owned forest farm properly solved.
