The Investigation Report on State Forest Farm of Shandong Province of Forest Tourism Development Mode

山东国有林场发展森林旅游主要有"管理委员会"主导型管理模式、"国有林场和森林公园"一体化管理模式和"政府+景区+企业"市场化管理模式三种。从资源禀赋和森林公园规模、类型及发展前景等角度概述了山东省森林旅游的现状,重点分析了三种管理模式利弊,总结了困难与问题,提出了"政府出资源,林业抓监管,企业管投资,基金保发展"的发展模式,从资源等级分类、管理模式设计、利益分配机制、人才培养等方面提出了措施建议。

The paper introduced three modes of State forest farm of Shandong province to develop forest tourism, including ＂management committee＂ leadership, ＂state-owned forestry centre and Forest Park＂ integration, ＂government ＋ area ＋ enterprise＂ market. From the state-owned forest resource function attributes, Forest Park development scale, types and development perspective outlined the present situation of Shandong forest tourism, analysis of three kinds of management modes, summarizes the difficulties and problems, puts forward ＂the government forestry resources, grasping supervision, investment enterprise development model of tube, insurance fund development＂, and the emphasis on the forest tourism resources classification, design management mode, the mechanism of distribution of interests, personnel training etc ,and then puts forward measures and suggestions.
