An Analysis on the Strong-Political Characteristics of Chinese Social Work and the Strategy of Promoting Social Work

中国社会工作从一开始就具有强政治性的内涵,其强政治性体现在宏观上的国家主导、中观上的政治推进和微观上的行政逻辑。同时,其强政治性来源于作为舶来品的"社会工作"在意识形态、话语体系、理念方法和替代趋势上呈现出了与体制内力量和主流实务领域之间的紧张关系。基于此,中国社会工作在发展中必须面对、回应和伴随强政治性这一现实内涵,采取"跟随-补充-替代"的策略,最终实现社会工作在中国的全面推行和深入发展。

The connotation of Chinese social work has strong political nature from the start, the intense political nature reflected in the state dominated on a macro basis, the promoting of politics in moderate levels and the administrative logic at the micro level. At the same time, the intense political nature origi-nates from the tensions between social work, which is an exotic, and the forces within the system and the mainstream practice areas about ideology, discourse system, idea and method, and alternative trends. Based on this, the Chinese social work must face, respond its political nature, and take'followsupplement-substitution'strategy, to achieve great development of social work in the China.
