安徽省承接国际服务外包对区域技术创新的影响分析

Study on the Impact of Undertaking Outsourcing of Anhui Province International Services on Regional Technological Innovation

分析了国际服务外包在"非核心"业务转移、上下游双向激励以及"干中学"的机制下对促进技术创新的作用。安徽承接国际服务外包对区域技术创新具有明显的促进,也受到一些因素的制约。其中,外商直接投资的增加、基础设施的改善、服务业增加值的增长、劳动力成本的降低都会使得这种促进作用得以更好发挥;而人力资本、外贸依存度对促进作用的影响不明显。

Outsourcing of international services （ OIS ） can promote regional technological innovation （ RTI） under mechanism of transferring non-core businesses ,bidirectional stimulation from upstream and downstream and learning by doing .Anhui′s undertaking of OIS has significant impacts in promoting RTI . This role ,however ,is restricted by some factors .The elements ,such as increasing of FDI ,improvement of infrastructure,the rising of value added of service sector and reducing of labor cost ,which can maximize the promotion effetely while the effect on promotion of elements such as human capital and ratio of de-pendence on foreign trade is not distinct .
