社区结构下的刚性分层与柔性治理

Rigid Hierarchy and Flexible Governance under the Community Structure

从结构-功能的视角来看,社会资源处于边际地位的铜陵新村社区对辖区弱势群体的治理方式,表现为制度上严格按照国家行政体制刚性分层,提高社区的统一性、效率性和权威性;在具体的服务程序中,则偏重人际关系和人文关怀基础上的柔性治理,履行社区综合治理、多元治理和人性治理职能。刚性分层与柔性治理的结合使社区在"承上启下"的角色中成为政府与居民之间良性互动的平台。

From the perspective of structure-function,the governance ways of Tongling new village commu-nity which is in marginal position social resources to the disadvantaged in the area are mainly reflected in two aspects .From the aspect of system ,Tongling new village community′s governance adopts rigid hierar-chical system in strict accordance with the state administrative system to improve the community′s unity, efficiency and authority .In the specific service program , Tongling new village community′s governance emphases on flexible governance which is on the basis of interpersonal relationships and humanistic care to perform functions of the community′s comprehensive governance ,diverse governance and human nature governance .The combination of rigid hierarchy and flexible governance makes the community a benign in-teraction platform between the government and residents in the role of ＂connection＂.
