摘要
中国的政党制度是以多党合作为外在表现,以共同参与政治管理为核心的协商民主体制。基于公共管理的理论视角,中国共产党作为执政党和各民主党派作为参政党体现了公共管理学理论的"主体性"特征。通过运用战略管理SWOT模型和创新动力模型的研究,剖析了中国政党制度的发展动力,最有效地规避了社会风险,使得公共政策的推行实施更为合理,更加科学化、民主化。
Chinese political party system , featuring the multi-party cooperation , is consultative democracy whose core is joint participation in the political management .Based on the theory of public management , as the ruling party , the Chinese Communist Party and democratic parties which serve as participating parties embody the feature of “subjectivity” of public management theory .Through the research of SWOT model and innovation model , this paper analyzes the dynamic China development of political party system so that social risks can be avoided in the most effective manner and the promotion of public policy can be more reasonable , scientific and democratic .
