社会责任缺失下企业安全生产与政府监督博弈分析

企业要持续发展展,其社会责任不可或缺。时有发生的安全生产事件,如中国台湾地沟油事件以及2013年"11.22中石化原油输油管道爆燃事故",都折射出企业社会责任意识缺失的严重后果果。运用监督博弈矩阵分析了社会责任缺失下生产企业和政府监管部门都可能存在一定的投机心理,从而在一定程度上导致企业安全投入不足、违规生产等问题,提出强化企业社会责任和政府监管责任的相关措施。

Enterprise that wants to develop on a sustainable basis should take its social responsibility. Incidents, which take place from time to time, especially the incident of Taiwan cooking oil and major accidents of Sinopec oil pipeline explosion on Nov. 22, 2013, all reveal severe outcomes of lacking social responsibilities. By using the supervision game matrix, the paper finds out that without corporate responsibility, both enterprises and the government supervision departments will probably become speculators, which will, to a certain degree, lead to underinvestment of safe production and slack on the due diligence of the government supervision and occasionally the vicious outcome. Relevant proposals concerning the strengthening of corporate social responsibilities as well as government supervision responsibilities have been put forward.
