河北省粮食产业新型经营主体发展现状、问题及发展思路

Current Development Conditions, Problems and Innovative Idea of New Operation Entities of Grain Industry in Hebei Province

对于处于工业化、城镇化进程中的当代中国,"谁来种粮"是备受关注的重大问题。随着国家对新型农业经营主体的大力扶持,粮食产业新型经营主体发展迅速,在粮食生产中,发挥了重要作用。本文对河北省38家粮食生产专业合作社、51户种粮大户和123户传统家庭承包经营农户进行系统调研,从经营主体基本特征、生产经营现状、发展需求等方面,对新型经营主体与传统农户以及不同类型新型经营主体进行对比分析,总结归纳出现阶段河北省粮食产业新型经营主体发展面临的"三缺、两弱、一不完善"问题,提出引导土地流转并调控好流转价格、改善生产经营条件、加强财政金融支持、抓好人才队伍建设、健全社会化服务体系等扶持粮食产业新型经营主体的发展思路。

With the process of industrialization and urbanization in China, ＂who to grain＂ becomes a more concerned issue. The Chinese government has given great supports to the new operation entities, which leads to the rapid development of the new operation entities and their increasingly important roles. A systematic research of this paper was based on 138 grain production professional cooperatives, 51 large grain families and 123 traditional families in Hebei Province and made a comparative analysis among the new operation entities, the traditional households and the different new types of operation entities from the perspective of their features, current operation situations, and development needs. On the basis of the existing situation of ＂three-insufficiency, two-weakness and one-imperfection＂, the authors put forward the innovative ideas which focused on active guidance in the land circulation, proper regulations of the circulation price, improved production and operation conditions with great financial and fiscal supports, as well as the construction of talent teams and improved the social service systems.
