自由贸易区建设中基于风险管理的卫生检疫模式研究

Research of risk management based on health quarantine mode in free trade zone construction

目的建立基于风险管理的卫生检疫模式,以适应自由贸易区建设的需要。方法以天津东疆保税港区为例,将风险管理方法与传统的检验检疫方法进行对比,借鉴国内外先进模式,探索基于风险管理的新型卫生检疫模式。结果风险管理模式较传统的卫生检疫模式更适应新形势下国境公共卫生安全的需要。结论基于风险管理的卫生检疫模式更关注危险关键点的控制,将有效保障国门安全和人民身体健康,促进东疆保税港区向自由贸易区转型。

Objective This article intends to establish health quarantine mode based on risk management to adapt to Free Trade Zone construction. Methods This article explores a new type of health quarantine mode by taking Tianjin Dongjiang port for example, comparing the risk management with traditional quarantine method and learning from the advanced mode. Results Risk management is more suitable to border public health and safety than tradi- tional mode. Conclusion Control of dangerous key points is more concerned by the health quarantine mode based on risk management, which will protect the safety and health of the country effectively, and promote the transition of Dongjiang Free Trade Zone.
