在全面深化改革新的历史条件下,加快推进社会事业的对外开放和带动发展是实现发展成果更多更公平惠及全体人民亟待解决的重要课题。扩大社会事业对外开放,旨在鼓励和引导外资和民间资本共同参与社会事业建设,以满足人民群众多样化需求。河南省社会事业开放已取得一定的成绩,但存在的一些问题也值得反思。应契合实践发展和现实选择,分别从开放体系建设、资源整合共赢、运行监测评价机制等方面,推进河南省社会事业扩大对外开放。

Under the new historical situation in which all round deepening reform should be carried out, weshould do much more to open the social undertakings to the outside world and bring its development, because thefruit of the development will bring more benefit to all the people in the fair way. This will become the important topicto be solved urgently. The purpose of opening up more social undertakings to the outside world is to encourage andguide the capital from foreign countries and private owners to participate together in the construction of social under-takings, so as to satisfy the diversified needs of the masses of people. In Henan province, the achievements to somedegree have been attained in opening - up of social undertakings to the outside world,yet the existing problems alsoneed introspection. Corresponding to the practical development and actual choices, we should open the constructionof the system, integrate the resources and win together, operate the mechanism of surveillance and appraisal, andpromote the opening -up of Henan social undertakings to the outside world.
