摘要
提出了解决营利与非营利性医院所面临问题的对策:完善人力资源管理制度;完善社会办医的税收制度;完善社会办医用地政策;完善社会办医的融资政策;逐步扩大社会办医院纳入医保的范围;充分发挥多点执业制度的作用;规范社会办医的准入与监管制度;提升卫生行政监管水平。建议对全额拨款的公立医院、自主经营的公立和民营非营利性医院、民营营利性医院在上述制度设计中应区别对待,体现不同医疗机构的社会功能定位和相配套的政策环境,充分发挥政府和市场两种机制的作用。
Countermeasures about for-profit hospital and non-for-profit hospital development which can described as completing human resources management policy, tax preference policy, land use policy, finance policy, non-discriminatory medical insurance policy, promoting multisited license, strict admission and regulation system are presented. It is considered to be differentiated among budgeted public hospital, non- government subsidized public hospital and non-for-profit hospitals and for-profit hospitals to reveal its differences on social functions to full play both government and market role.
