地方高校构建加强科研经费管理长效机制研究

在实施创新驱动发展战略的背景下,地方高校科研经费增长迅速,但是在经费管理方面仍存在一些问题。为了实现科研经费高效利用,建立经费管理的长效机制,必须在制度方面进行探索和建设。本文从不断完善管理制度、规范科研项目预算编制流程,建立地方高校科研经费管理监督机制、加强工作人员业务能力等方面深入分析了地方高校如何构建科研经费管理长效机制。

Scientific research funding of local universities has grown rapidly under the background of implement the development strategy of innovation drive, but there are still some problems in management. In order to realize ef- ficient use of funds, establish long-term effective management system, the rules and regulations must be conducted. In this paper, there are some aspects to build the scientific research management in local colleges such as improving management system, specification of scientific research project budgeting process, establishing the supervision system, stren^heninz the personnel abilitv of staffs.
