国家社科基金项目经费使用存在的问题有:经费预算编制不合理,经费支出不规范,会议费、差旅费超支和预留经费长期挂账等。解决的对策主要有:完善经费开支科目,加强对负责人的培训和指导,加强制度建设和管理,探索建立新型管理制度。

The problems of using national social science fund project funds include unreasonable expense budget, non-standardized expenditure, conference fees, travel cost overruns and reserved funds pay- ment for a long time. The countermeasures mainly include： improving the expenditure of subjects, strengthening the training and guidance on the responsible person, enhancing the system construction and management, and exploring the establishment of new management system.
