Commentary of the European drug policy from the perspective of drug open places

从欧洲五大城市毒品公开场所历史演变来分析欧洲对于吸毒和戒毒人员的策略:预防、降低危害和治疗相结合。这一策略是基于警察执法、卫生保健和社会服务三者基础之上的。通过共同努力实现社会与吸毒者之间"共存"的目标,降低危害和限制性措施的组合是最适合的解决方案。

From the perspective of public places of drug’s historical evolution,we analysed European strategy for drug abuser and drug addicts of five European cities：joint of prevention,harm reduction and treatment. This strategy should be combined with law en-forcement based on cooperation between police,health care and social services. The aim should be“coexistence”between society and users of illegal substances,combination of harm reduction and restrictive measures is the most suitable solution.
