上海培育开放型经济新优势的思路

论述了开放型经济新体制的内涵，以及国家层面的主要工作。进而分析了“十三五”期间上海建设高水平开放型经济的四方面机遇和五大挑战。通过构建两维工作框架，即工作类型（新机遇、新工作，老工作、新任务）和工作领域（全局性、商务领域），提出了上海培育开放型经济新优势的12个方面的工作建议。

The author analyzed the connotation of the new system under the open economy and the major tasks at the national level. Further more, the author analyzed the four opportunities and the five challenges when Shanghai building high-level open economy during the period of the Thirteenth Five-Year Plan. He put forth 12 aspects of suggestions on Shanghai cultivating new advantages in open economy by building a two-dimensional working structure - the type （new opportunity and new task, normal work and new task） and the field （overal and business field）.
