基于Malmquist指数的二级综合医院运行效率评价

EVALUATION ON OPERATIONAL EFFICIENCY OF THE SECONDARY GENERAL HOSPITALS BY MALMQUIST INDEX

目的对综合性二级医疗机构的全要素生产率变动及其分解情况进行研究。方法运用DEA的Malmquist指数模型分析某地区14家二级综合医院2009—2011年全要素生产率变化情况。结果 14家医院中有9家(65.7%)医院全要素生产率提高,5家(34.3%)医院降低。有10家(71.4%)医院的全要素生产率的变化是技术变化和效率变化共同作用的结果,有4家(28.6%)医院主要受到技术变化的影响,5家生产率降低的医院中有3家医院表现为技术衰退。结论进一步提高医院的生产率,应把重点放在加强技术培训与创新上,加强医院内部管理,控制适宜的发展规模。

Objective To evaluate the operational efficiency of the general hospitals and its improvement year by year.Methods Using Malmquist Index model of DEA to analyze 14 general hospitals＆#39;change of to-tal factor productivity （TFP）in 2009-2011.Results In the study,9 of 14 general Hospitals＆#39;（65.7%） TFP changes was improved,other 5（34.3%）hospitals＆#39;TFP changes was decreased.From 2009 to 2011,10 of 14 （71.4%）hospitals＆#39;TFP changes was caused by both efficiency promotion and technical innovation, other 4（28.6%）hospitals＆#39;TFP changes mainly came from technical innovation.Conclusion In order to im-prove the efficiency of the 14 general hospitals,the hospitals managers should focus on the technical inno-vation and the improvement of the diagnosis and treatment,strengthen the delicacy management of the hos-pitals,control the expanding of the hospitals.
