河南省政府购买社会服务的路径探析

Analysis on the Path of Government-Purchased Social Services of Henan Province

政府购买社会服务实践活动在河南省尚处于试点推进阶段。就政府方面而言,存在的主要问题是经费投入有限,整体推进不足;政府购买经验有限,购买程序不够科学;评估手段和监督体系尚不完善,行政干预行为时有发生。就社会组织而言,存在社会组织数量和规模有限,经费来源紧张,专业社工缺乏及流失严重等问题。为此,政府应结合河南省实际,转变传统的行政理念和工作方式,积极培育并扶持草根社会组织,建立社会工作人才薪酬保障机制;建立健全政府购买社会服务制度,健全服务购买程序,保障采购经费的稳定性,建立第三方评估等;而社会组织自身也应加强能力建设,提高社会认可度和公信力,实现组织自我增能。

The practice of public procurement of social services in Henan Province is still a pilot program.So far as the government is concerned, limited funding, lack of experience, imperfect procurement procedures, evalu-ation methods and supervision system, together with the administrative intervention form the main problems.While the social organizations have the problems as follows：the number and size of social organizations is limited, many social organizations are underfunded and lack of professional social workers.Therefore, the government should con-sider the actual situation of Henan Province, change the traditional administrative ideas and ways of working, ac-tively nurture and support grass-roots social organizations, establish social workers compensation guarantee mecha-nism, improve service procurement program, ensure the stability of procurement funding, establish the third party evaluation system.Social work organizations themselves should also strengthen their capacity, improve their social recognition and credibility, and realize social organization self-empowerment.
