管制系统运行风险控制决策方法研究

摘要 首先,根据过程方法分析出管制系统运行中的风险过程,并从"人"、"机"、"环境"和"管理"4个角度得出相应的控制策略。其次,建立资源优化配置模型,在资源投入有限和确保所有风险过程安全的约束条件下,得到最优的风险控制决策方案,合理地分配资源,从而能达到整体最好的风险控制效果;最后,通过仿真验证模型的合理性。算例表明,该模型是合理可行的。 First of all, according to the process methods, all the risk processes in ATC operation can be found, and control measures can be drawn from "people", "machine", "environment" and "management". Secondly, resources can be distributed reasonably by a linear programming model, so implementation plan of control measures can be got. As a result, under constraint conditions of limited resources inputting, it can achieve the overall best risk control effect. Examples show that the model is reasonable and feasible.
