外资在中国改革开放三十几年的经济发展过程中发挥了重要的作用,招商引资也成为地方政府广泛采用的重要政策。招商引资政策在促进地方经济发展的同时,也产生了不少问题,如地区政府间的恶性竞争、产能过剩、生态环境的恶化等。这些问题已引起高度的关注和重视,面对当前经济的高速发展,市场经济体制的不断完善,更新地方政府招商引资理念,转变政府招商引资职能,健全监督考核机制,重视法制环境建设应当成为我国地方政府促进招商引资健康发展的重要工作内容。

Foreign investment plays an important role in the economic development during past 30 years. Attracting investment has been the important policy of local governments. This policy has been promoting local economic,but at the same time,leading to several problems,such as cutthroat competition between local governments,excess production capacity,and deterioration of the ecological environment. These problems have aroused high attention. Facing the high development of the economic and the continuous of improvement of the market economic system,local governments should update the idea,transform the government function,improve the supervision mechanism and pay attention to the legal environment construction.
