Academic library is an important part of public cultural service system in China. With the establishment of the Capital Library Alliance and several other library consortiums, academic libraries in China has entered a new era , namely the era of comprehensive development and opening - up. Academic library has many advantages in resources, technology, personnel, environment and so on, which makes the opening - up become an inevitable trend. Based on the problems in the open process and the reflection and analysis of the present situation, we elaborate several judgments on the outlook, foundation, conditions and safeguard of academic library.
