浅谈农村环境管理中的公众参与

Introduction to Public Participation in Rural Environmental Management

我国农村依然严峻的环境形势和相对滞后的环境管理体制,要求我国必须推动农村环境管理中的公众参与。经过近年来的发展,涉及公众参与农村环境管理的环境保护法律和环境管理支撑法律渐成体系,政治性和社会性两大参与途径逐渐建立。然而,公众参与农村环境管理仍存在法律法规体系不完善、公众参与意识和能力不足、公众参与渠道不畅通的问题,为此必须从法律体系、公众参与意识和能力、公众参与渠道三个方面加以完善,实现我国农村环境的有效管理。

Severe environment situation and relative lag of the environmental management system in the rural areas put forward the request that our country must promote public participation in rural environmental manage-ment.Having developed for a few years,environmental and supportive laws about rural public participation in environmental management are gradually becoming systematic,political and social participative ways are estab-lished gradually.However,there are such problems as imperfect legal system,consciousness and ability insuf-ficiency of public participation ,unsmooth public participation channels in the way of public participation in ru-ral environmental management.Therefore the legal system,public participation consciousness and ability, public participation channel must be improved to realize the effective management of rural environment in Chi-na.
