Innovation of Policy Tools:Problems and Way Out

在十八大报告明确提出"创新行政管理方式,提高政府公信力和执行力"的背景下,政策工具创新作为行政管理方式创新的体现,无疑具有了极大的现实意义。关注目前我国政策工具创新的现状,在努力实现多方位创新的同时依然存在着诸如新工具缺乏、政策工具选择依赖惯性思维、创新资源不足等问题。在创新政策工具的过程中,有必要采取建设创新体系,完善创新机制,丰富创新资源等措施,为政策工具的创新提供保障。

＂ To exercise government administration in an innovative way,to increase public trust in the government＂has been proposed in the ＂Report to the Eighteenth National Congress of the Communist Party of China＂. Underthis background, to innovate policy tools,which represents one of the innovative ways to exercise government ad-ministration, is no doubt of great significance at present time. Based on an analysis on the status quo of the policytools innovation in China, the paper argues that,although policy tools innovation has been multi-faceted,there arestill problems such as a lack of new policy tools, a habitual thinking in the selection of the tools and a shortage ininnovative resources. Therefore we should establish an innovation system ,improve the innovation mechanism andincrease innovative resources to ensure the innovation ot policy tools.
