随着国家户籍制度改革推进、城乡一体化进程加快、人员身份及职业身份的频繁转变,医疗保障制度在城乡、人群、职业和地区之间,迫切需要在筹资、管理、支付和服务等方面进行整合和衔接。通过对当前各类医保在制度和政策衔接中存在问题进行分析,提出了整合衔接的工作思路和建议。

As China reforms in household registration,the integration of urban and rural areas also speeds up and people＇s identity and job changes frequently under this big environment. The medical insurance system which exists in urban and rural population, occupation and region, requires the urgent need for integration and convergence in terms of finance, management, payment and services. This article will analyze the problems about how to reorganize the present medical security and policy, then it will bring the relevant and professional advices in this work.
