吉林省农业保险发展问题探析

农业保险是促进农民增收和农村经济发展的重要保障。促进吉林省农村经济的可持续发展,离不开农业保险的保障。2007年中央1号文件把农业保险列为社会主义新农村建设的一项重要任务,并决定吉林省作为全国六个农业保险试点省之一。在国家相关部委的大力支持和国家政策的扶持下,地方政府高度重视,相关部门大力支持,广大农民积极参与,有效地推动了吉林省农业保险健康、快速发展。尽管如此,吉林省农业保险仍存在着农民对农业保险缺乏了解、保险条款难以理解、保费过高、保险理赔额度偏低、保险品种单一、经办人员业务素质较低、服务水平有待提高、农业保险法规不健全等问题。这些问题不解决将严重阻碍吉林省农业保险的快速发展。因此,要分析和研究吉林省农业保险存在的问题并提出解决对策,使农业保险更好地服务于吉林省农业发展,为吉林省农村经济发展保驾护航。

Agricultural insurance is the important guarantee to promote the development of farmers＇ income and rural economy. To promote the sustainable development of rural economy in Jilin Province cannot do without the protection of agricultural insurance. From the beginning of 2007, the central document No. 1 made agricultural insurance as an important task of the construction of new socialist countryside, and decided to Jilin Province as one of the six national agricultural insurance pilot provinces. With the support of national relevant ministries and national policy, the important of local government, the related department supporting, the majority of farmers actively participating, this effectively promoted agricultural insurance healthy and rapid development of Jilin Province. However, there are still some agricultural insurance questions in Jilin Province such as the lack of understanding of the insurance, the premium is too high, low amount of insurance claims, insurance varieties of a single, personnel quality is low, the business service level needs to be improved, the agricultural insurance laws and regulations is not perfect and so on. These problems will seriously hinder the fast development of agricultural insurance in Jilin Province if we cannot solve them.So, it is necessary to do further analysis and research on the existence of these problems, which can make the agricultural insurance to better serve the development and protect the development of rural economy in Jilin Province.
