安徽省林业生态转移支付制度研究

Research on Ecological Transfer Payment System of Forestry in Anhui Province

通过分析安徽省林业生态的现状以及森林生态转移支付的理论基础和现实基础,提出适合安徽省林业可持续发展的公共财政政策,并重点针对公共财政政策中的转移支付制度及其具体环节进行深入研究。对比现存的生态转移支付补偿制度监督保障体系,针对安徽省的具体林业生态实情,为完善安徽省林业生态转移支付制度的监督机制提出合理化建议。

This paper proposed appropriate public finance policies based on the present situation of forestry ecology in Anhui Province and relevant theories.Furthermore,it researched deeply in the details of ecological transfer payment system.Comparing with the present supervision and security system of ecological transfer payment, we proposed rational countermeasures to improve and perfect ecological transfer payment system based on the concrete forestry ecology situation in Anhui Province.
