公共外交时代

On the Age of Public Diplomacy

经济全球化和社会信息化的迅速发展,不仅使一国的经济、政治和社会发生了历史性变化,而且也使世界经济和政治的结构与形态发生了深刻变化,并且以前所未有的方式和速度重新塑造着国与国之间的互动方式,不同社会之间的互动正在愈益广泛和深入地渗透到国际关系中来。以政府之间的互动为主要方式的传统外交正在被不同国家民众之间,或者说不同社会和文化之间的互动所推动和左右,着眼于赢得其他国家人民理解和认同的外交即公共外交正在成为一国赢得主动的主要方式。公共外交因此上升为世界各主要国家大国战略的重要组成部分,国际关系进入了"公共外交"时代。作为延续千年的文明古国和正在崛起的新兴大国,公共外交正在成为中国赢取世界理解、认同和支持的主要手段,同时也是助推中国经济、政治与社会健康发展,塑造中国有别于西方大国的新兴大国国家形象的战略部署。从某种意义上说,中国崛起的成败取决于中国的发展道路和世界主张能否赢得中国周边国家、其他大国乃至世界多数国家的理解、认同和赞赏,取决于中国公共外交的成败。

The rapid development of economic globalization and social informatization not only brought historical changes to a country's economic,political and social pattern,but triggered the transformation of those on w orld arena.The interactive mode among nations has been remade w ith unprecedented method and speed,and inter-societal interactions w ere introduced into the international relations.Traditional diplomacy that revolves state-to-state interactions has been receiving the impact of inter-personal or inter-societal/cultural interactions.A new form of diplomacy,or public diplomacy that aims at w inning the understanding and support of target audience has been promoted as the major approach.Public diplomacy,therefore,has been uplifted to the level of contributing to grand strategy of major pow ers of the w orld.International relations have entered the age of public diplomacy.China,being recognized as both ancient civilization and rising pow er,has adopted public diplomacy as the major means to w in the understanding,recognition and support of the w orld.On the other hand,public diplomacy also helps China w ith economic,political and social progress and building strategic deployment of a differentiated emerging pow er image than the West.From a certain point of view,the success or failure of China's ascension is determined by w hether she could w in understanding,recognition and applause,in a w ord public diplomacy,from neighboring countries,great pow ers and others.
