摘要
中国特色水利现代化的提出体现了社会主义现代化建设对水利发展的新要求,是新时期深化水利改革发展的重要内容。现在部分地区正在推进水利现代化试点工作,但对于中国特色水利现代化的认识尚不明晰。在对现代化、水利现代化、中国现代化、中国水利现代化关系研究基础上,从水利发展进程、社会主义现代化进程和水利现代化本身3个方面分析中国特色水利现代化内涵,同时从实现途径、表现特征、区域差异、本质特性和自身特点等5个方面分析中国特色水利现代化的特征,在此基础上结合我国国情和水情,提出中国特色水利现代化的发展方向。
The initiative of water conservancy modernization with Chinese characteristics reflects the new requirements to water development driven by socialist modernization that is one of the main contents for deepening reform and development in the new stage. Based on the studies of relationship between modernization, water conservancy modernization, modernization in China and water conservancy modernization in China, studies are made on the inherent of water conservancy modernization with Chinese characteristics in three respects of water development process,socialist modernization process and water modernization itself. The features of water conservancy modernization with Chinese characteristics are also analyzed in five respects, including means of realization, appearing characters, regional differences, natural characters and its own characteristics. Finally the development trend of water conservancy modernization with Chinese characteristics is proposed in line with national and water conditions in China.
