摘要 正副职领导关系和谐程度的高低不仅影响到领导班子凝聚力和战斗力的强弱,而且关系到政府形象和干部形象的好坏。纵观我国地方政府部门正副职领导关系,总体上是团结和谐的,但也不同程度地存在着一些不和谐现象。少数正职领导素养不够理想、少数副职领导修养不够到位是制约正副职领导和谐关系的主要因素。加强班子建设,健全工作机制;正职提升领导艺术,发挥表率示范作用;副职加强领导修养,履行参谋助手职责等,有利于构建正副职领导的和谐关系。 The harmonious degree of chief and deputy leaders relationship not only influences cohesion capability of leading group, but also is closely related to government and cadre image. It is generally united and harmonious in the local governments of China, but in the meantime there exists some disharmonious phenomena. The main factors that restrict the harmonious relationship between chief and deputy leaders are that a few chief leaders" leading quality is not ideal enough and a few deputy leaders" cultivation is insufficient. It is beneficial to constructing a harmonious relationship of chief and deputy leaders to improve 1 mechanism, to increase leading art of chief to play the exemplary role and deputy to perform a responsibility of an assistant. eading group and amplify working to reinforce leading cultivation of
