Policy Experiments: Start- up Mechanisms and Internal Logic——Case Studies on the Performance Management Policies in China's Public Sectors

政策试验是我国政策过程中一个较为普遍的现象。现有的针对政策试验的研究大多数都是从区域研究的角度出发,强调我国政策过程的特殊性。本研究从公共政策的一般性理论出发,结合政策要素与政策过程理论,提出了基于试验的政策制定三阶段论,分析了政策试验的发生机制与内在逻辑,并运用我国公共部门绩效管理政策的案例,对三阶段论进行验证。

Policy experimentation is one common phenomenon in China＇ s policy process. Most extant research takes the perspective of area studies and emphasizes on China＇ s specialty in explaining it. Based on general theory of public policy, this research seeks to combine the theories of policy sub - category and policy process and proposes a three - stage theory of policy experiment. This three - stage argues that the local governments, under different information provided by the higher authority, design their policy behavior accordingly, either competing for innovation, competing for administrative efficiency, or bandwagoning. With different policy elements proposed by the higher authority, the policy experiments proceed at local level. Further, this research adopts in - depth case studies to examine the process of one specific policy - the performance management policy in China＇ s public sector.
