政府职能转变视角下的简政放权探析

Analysis of Streamlined and Decentralized Administration from the Perspective of Changing Government Functions

转变政府职能是我国当下行政体制改革的核心,而简政放权则是深化政府改革、加快政府职能转变的关键之举,直接关涉本轮行政体制改革的成败。目前的放权过程存在着形式化、隐性化、非规范化和缺位化等诸多问题,需要在现有改革基础上,进一步转变政府理念,完善政府清单制度,依法推进简政放权,强化政府服务监督。

The transformation of government functions is the core issue of the current administrative reform, and streamlining and decentralization are key to the deepening of government reform and acceleration of the transformation of government functions, which is directly related to the success or failure of the current round of administrative reform. At present, the process of decentralization shows various issues, such as formality, implicit practice, non-standardized operation, and absence of regulations. To improve the reform acts on the existing basis, we must change the government philosophy, improve government listing system, promote streamlining and decentralization in accordance with laws, and strengthen supervision over government services.
