生态保护红线及其对重化工业的影响初探

Preliminary Discussion on Ecological Protection Redline and Its Influence upon Heavy Chemical Industry

2013年11月,"生态保护红线"在中共十八届三中全会上被首次写入中央文件。2014年初国家环境保护部印发《国家生态保护红线——生态功能基线划定技术指南(试行)》,为红线的划定工作提供了基本依据。本文解析了"生态保护红线"的定义、划定原则和分类,简要介绍了红线的划定进展,并对"生态保护红线"给重化工业带来的影响作了初步探讨。

In November 2013, “ecological proteciton redline” was written into central ifle in the Third Plenary Session of the Eighteenth Central Committee of CCP. At the beginning of 2014, Ministry of Environment Proteciton of the People’s Republic of China printed and distributed Naitonal Ecological Proteciton Redline——Technical Guide for Ecological Function Baseline Delimitation （for Trail Implementation）, providing a fundamental basis for the delimitaiton of the redline. The aritcle analyzes the deifniiton, delimitaiton principle and classiifcaiton of “ecological proteciton redline”, brielfy introduces advances in the delimitaiton of the redline and gives a preliminary discussion on the inlfuence of “ecological proteciton redline” upon heavy chemical industry.
