国家级智库的特质与转型期中国智库的建设路径

Nature of State Think Tank and Strategies China should Take in Constructing It in Social Transition

我国智库发展起步较晚,特别是对国家级智库的研究与建设更落后于时代需求。建设国家级智库对于弥补现有智库不足、促进社会顺利转型、推进国家协同创新战略的有效实施具有重要意义。国家级智库应具备基本的特质,即基于国家发展的战略性智库、基于开放思维的国际型智库、基于资源整合的常态化智库、基于人才储备的实践性智库、基于政策考量的专业化智库。中国国家级智库建设需要着重从顶层设计、资源整合、本土研究、治理结构四个方面探索建设路径。

The development of Chinese think tank started late, especially in the research and construc- tion of state think tank. The construction of state think tank can make up for the deficiencies of the existing think tank, promote the smooth social transition, and propel the effective implementation of the state strategy of collaboration and innovation. A state think tank should take into consideration state development strategies, international context, resources integration, talent pool, and policy- making. The construction of Chinese state think tank should focus on top-level design, resource inte- gration, local research and governance structure.
