作为世界通行的资金集中管理模式,跨国公司司库管理已经从国内和地区层面发展到全球司库,其管理内容、功能及影响力也在显著变化和升级。实现司库管理目标需要借助包括现金池、支付/归集工厂、共享服务中心、国际司库中心和内部银行五类功能各异又部分交叉的平台来实施,其中内部银行是更高级的全球司库管理平台。财务公司是国内企业集团实施司库管理的最佳平台,但要充分发挥功能还需要争取更好的发展环境。作为先行者,中国石油集团应加快推进大司库体系建设。
As a form of centralized funds management in wide use around the world, treasury management with in multinational companies(MNCs) has developed from the regional and national levels to the global treasurer level, and the management function, content and influence have significantly changed and upgraded. The treasurer achieves treasury management objectives through five platforms: the cash pool, the payment/collection system, the shared service center(SSC), the international treasury center(ITC) and the in-house-bank(IHB), which are also part of the implementation of an integrated platform which is the IHB, the top-level global treasury management platform. China has hundreds of finance companies playing the role of treasury inside big industrial groups. Finance companies are a domestic enterprise group's best plat form to implement treasury management but, to be fully functional, treasury management still needs a better development environment. As a pioneer among SOEs, CNPC needs to speed up formation of a large treasury system.
