摘要
管办评分离制度的改革是深化教育领域综合改革的重要内容。教育行政部门应是教育服务者、平台搭建者、教育监督者,高等院校是办学的设计者、执行者、创新者,第三方评价机构是评价的组织者、办学的监督者与协助者。在确立好各自的定位后,政府以教育督导的身份对大学实行"治理",高等院校在法律容许的范围内自主按照教育教学规律办学,第三方评价机构根据办学情况对学校进行专业化的评估。
The reform of the separation of administration, running and evaluation is an important part in deepe- ning the reform of education field. The administrative department of education plays the role of education server, plat- form builder, and education supervisor; colleges and universities are designers, practitioners, and innovators, and the third - party evaluation institution is the organizer of the evaluation, supervisor and assistant of running a school. With the role of each being defined, the government, playing the role of supervisor, administers colleges and univer- sities, just playing a role as the education supervisor; schools can be run independently in accordance with the rules of education teaching within the scope of the law, and the third party, evaluation institution, makes a professional as- sessment according to the situation of school running .
