我国西部地区人才资源开发战略研究

推进西部大开发战略和"丝绸之路经济带"战略,人才是第一战略资源。西部地区的教育发展和人才资源开发水平是我国建设人力资源强国的重要组成部分。目前,虽然西部地区人才资源开发取得了历史性进展,但人才的数量和质量依然难以满足经济社会发展的需求。推进西部人才资源开发,建议采取以国家重点战略项目开发带动人才资源开发、采用柔性人才管理、借助城镇化建设优化人才结构等措施,逐步提升西部人才资源开发的整体水平,增强为西部大开发战略和"丝绸之路经济带"战略的服务能力。

To push forward the strategies of the Development of West Areas and the Silk Road Economic Belt, the talent is the first strategic resource. The educational development and human resources development level in western areas is one of the important components in building strong human resource country. Currently, although talent resources development in western areas has achieved historic achievements, the quantity and quality of talents still can not meet the demand of economic social development. Promoting talent resources development in western areas, it is suggested that the measures should be taken to drive talent resources development with national key strategic project, adopt flexible talents management, and optimize talents structure with the help of urbanization construction so as to gradually upgrade the overall level of the talent resources development in western areas, and strengthen the service level for the strategies of the Development of West Areas and the Silk Road Economic Belt,.
