农村集体土地增值收益来源与分配模式研究——基于一个理论模型 被引量:4

摘要 通过构建农村土地增值收益模型,分析现阶段我国农村集体土地增值收益产生机理及增值收益在各主体间的分配关系,发现地方政府通过征地等手段加快农村集体土地国有化进程,所获增值收益绝对量增加,但其增值收益占比下降,农民和村集体经济组织利益也因此受损。认为农村集体土地增值收益应该分为经济收益、社会收益和生态收益,指出地方政府过分追求经济收益,在征地过程中村集体土地潜在价值未能有效体现,提出明晰集体土地产权主体及其权利内容、解决地方政府土地财政、相关利益主体应该追求综合效益等建议。 By constructing model of rural land value-added benefits, this paper analyzes the generation mechanism and distribution relationships among subjects of the value-added benefits of rural collective land in China. It is found that local governments accelerate the rural collective land nationalization process by land expropriation and they gain more value-added benefits but its share of value-added benefits decline, and the interests of farmers and village collective economic organization are also damaged. The rural collective land value-added benefits should be divided into economic benefits, social benefits and ecological benefits. The paper points out that some local governments excessively pursue economic benefits and the potential values of collective land are not effectively reflected. Some recommendations such as clearing the subjects and their rights of collective land, addressing local government finance, and pursuing comprehensive benefits are put forward.
