摘要 京津冀区域正处于区域发展和人才开发的重要时期,推进三地人才一体化已成为优化配置人才资源和区域协调发展的重要保证。京津冀在经济发展水平和人才结构上存在差异,人才的开发合作也存在诸多问题。为此,需要统筹协调人才发展战略规划,完善政策协调与制度衔接机制,以柔性引才引智为主,建立京津冀人才共享合作联盟从而实现人才互补,形成受益互享、优势互补的区域人才流动格局。 It is the important period for the high development and the integration of Beijing, Tianjin and Hebei. And promoting the integration of talents for the three regions has become the optimal allocation of human resources and regional coordinated development. There are differences in the level of economic development and personnel structure in Beijing, Tianjin and Hebei. There are also many problems in talent development cooperation. Therefore, talent development strategic planning requires overall coordination, policy coordination and convergence of systems need to be perfected, and flexibility is necessary in the introduction in talents and resources. Thus Beijing, Tianjin and Hebei can build alliances to achieve shared talent "complementary", to form a regional talent flow pattern of mutual benefit sharing and complementary advantages.
