领导干部需要同时具备民主意识和法治思维,这是现代领导者必备的品质,也是当代中国领导干部必备的素养。领导干部的民主意识包括树立人民至上的意识、主权在民的意识、敬畏民主制度的意识、人民监督的意识。领导干部要提高自己的法治思维能力,认清当下法治建设和法治思维的现实状况,认真学习法治建设和法治思维的知识,积极进行法治实践,在实践中培养和提高自己的法治思维能力和水平。

Leading cadres must be equipped with both democratic consciousness and legal thinking, which are essential qualities for modern leaders as well as Chinese leading cadres. The democratic consciousness includes： supremacy of the people, sovereign power in the people, respect for democratic system, and oversight of the general public. Leading cadres should make improvement on their legal thinking, recognize the current situation of law construction and legal thinking, also, with relevant knowledge acquired and legal practice conducted, foster and improve their capability of legal thinking.
