摘要
文中依托于创新基本概念研究并构建国家层面创新体系,详细阐述体系内各主体关系,并着重探讨了政府、市场、制度等在国家创新体系中所发挥的作用。
Relied on the innovation base thought,this paper discussed the NIS conception of national level, and structured the relational model about each principal part of NIS based on above discussion. Mainly discussed the role on NIS that government,market and institution and other parts played.
