In the history of Chinese development and reform, the function of local government has experienced profound changes, which forcefully drove the reform and modernization of China. In such a process, Chinese local government has formed developmentalist orientation, been bold in institutional innovation, and developed the characteristics of ＇the achievement guidance＇and competition between local governments. In the current institutional structure, central-local governments relationship shapes the function of local government. By improving the legal and institutional level of central-local governments relationship, propelling accountability of local government and completing central government＇s governance to local government, the function of Chinese local governments could be effectively promoted and better serves national development.
