试析香港超级区议会界别

On the Super District Council Constituency

立法会超级区议会界别的设立,是2012年政制发展的重要标志。超级区议会界别的设立,不仅增强了功能组别议员的正当性,而且为传统功能界别改革提供了重要参考。香港立法会传统功能界别改革,应坚持既符合普选的要求,又保持功能界别的特性,两者必须兼顾,实现高度统一。

The establishment of the super district council constituency in the Legislative Council of Hong Kong,which was an important landmark of Hong Kong's constitutional development in 2012,promoted the development of democracy in Hong Kong. This establishment not only enhanced the legitimacy of functional constituencies,but provided an important reference for the reform of the Council's traditional functional constituencies. The reform should meet the requirements of the general election and at the same time maintain the characteristics of functional constituencies.
