高等体育职业教育发展中的政府职能研究

Research on the Government Functions in the Development of Higher Vocational Education of Sports

通过对高等体育职业教育中的政府职能进行调查研究,发现政府在高等体育职业教育管理方面过于"全能",存在越位和缺位现象,其职能法制化程度偏低,监督体系不完善。为此,认为要对政府在其中的职能进行科学定位,政府管理要由单一专制型向多元服务型转变,要扶持高等体育职业教育的经费投入,保障其办学自主权,健全和完善追责到位的法制体系及监督体系,从而推动高等体育职业教育的大力发展。

problem of degree of 1 Investigations on the governments ＇ the government function in the higher vocational education of sports reveal the almighty roles which characterized by overuse or absence of administration, low egislation and imperfection of monitoring system in the management. Therefore, the role of the government in management should be relocated scientifically, transform from the authority to the servant. The government is supposed to provide the necessary fund for the vocational colleges, education and to perfect the legislation and monitoring system so as to to guarantee their autonomy in promote the development of higher education.
