With the development of society, the popularization of the senior high school education should change the direction of the research of education policy from the efficiency only to the education fair. Therefore, the key to education fair is to promoting the balance of education resources. The Xinzheng＇s policy as a breakthrough way in which student are equally distributed to every high schools, the ＂both rich and poor＂ policy is very successful , and this policy provides valuable reference for the actual system of senior high school education.
