新城建设视角下的三规合一研究——以F市D新城为例

The Study of Integration of Three Plans in One in Perspective of New Town Construction——Taking D New Town of F City for Example

从近年城市建设实践看,三规矛盾是导致项目落地困难、用地粗放、投资建设低效,乃至城乡发展不协调的重要原因。本文以F市D新城的规划实施为例研究三规合一问题,指出国民经济与社会发展规划在城市重大发展战略中严重缺位,城市规划的程序执行不严谨,土地利用规划过于刚性,以及上述三规在管理上条块分割,缺乏合力等问题,并从规划时限、内在逻辑、管理理念等三个方面分析了深层次原因,最后提出了工作建议。

From the point of recent years urban construction practices, the contradiction within three plans is the main cause of difficulty in project landing, rough handing of land, inefficient construction investment, uncoordinated devel- opment between urban and rural. This paper takes D new town of F city for example to study integration of three plans in one and points out the existence problems such as non - existence of national economic and social factor in urban de- velopment strategy, the inappropriate urban planning procedures, too rigid land planning, and barriers within plan- nings, inefficient in joint forces and so on. This article analyzes the cause from three aspects： planning time limit, in- ner logic, management concept, and proposes the working suggestions.
