摘要
我国高校助学体系从设立之初始就努力适应国家经济建设和高等教育发展的需要,但现行资助体系中资助目标、家庭情况认定及奖助学金评定、各资助措施实施、对贫困生概念的认识四个方面或多或少存在着偏差,直接影响了高校资助工作的公平与效率,有必要反思。应借鉴日本学生支援机构贷学金模式,重新制定我国资助目标,实行资助的权利与义务对等,实现我国助学工作公平和效率的有机统一。
China's economic aiding system in colleges and universities has been trying to adapt to the needs of the national economic construction and the development of high education, but there are some deviations in the current aiding system, including the following aspects: identification of funding targets and poor families, affirmation of students' subsidies, implementation of policies and recognition to concepts of poor students, which directly influences the fairness and efficiency of aiding system and arouses our introspection. Based on Japan's aiding system, this essay gives suggestions on rebuilding China's funding targets and equation of rights and obligation to realize an organic unity of fairness and efficiency of aiding work.
