警察执法理念对警察的执法活动有决定作用。目前,我国警察执法理念存在着宪政和人权意识缺失,程序意识淡薄,自由裁量权需要规范等问题。在依法治国的新形势下,警察应该树立依法行政的理念,树立公平正义观,树立以人为本的执法理念以及规范化执法的理念。应该通过完善立法,加强教育学习,完善监督等途径来促使执法理念的转变。
