网络问政视野下公民群体意志和政府意志的良性互动探析

A Probe into the Positive Interactions between Civil Collective Will and Government Intention from the View of Online Governance

"网络问政"从公民和政府角度都有其存在的必要,然而公民集体意志和政府意志时有冲撞,从法学、大众心理、历史等方面分析原因,并结合实践中出现的一系列问题,从立法、政府定位和公民态度三方面提出了一系列缓和冲突、促进二者良性互动的建议。

The existence of online governance is necessary both from the perspective of citizen and government, but sometimes there exist collisions between civil collective will and government intention. This paper analyses the causes between them from the aspects of law, mass psychology and history. Meanwhile, it comes up with a series of propos- als on relieving conflicts and promoting their positive interactions based on the legislation, government orientation and citizens＇ attitude.
