Origin of Fragmented Social Medical Insurance System and Integration Advice

我国社会医疗保险制度"碎片化"的表象——城乡分割、人群分割、地区分割和管理分割,从实质上可以归纳为利益分割,而造成医疗保险利益分割的两大根源在于我国当前的户籍管理制度和财税体制,最后提出孤立地进行医保制度整合、统筹升级就现阶段而言是行不通的,社会医疗保险制度改革需要与户籍管理制度改革和财税体制改革互相配合、协同推进。

The fragmentation of Social Medical Insurance urban and rural,the crowd split,regional division and the System in China is manifested in the division division of management. Essentially,these can reduced to the division of profit,whose origin lies in the Household Registration System and the Financial and Tax System. Finally,in consideration of the mutual influence of the above three systems,this paper points out that it＇s not feasible to reform and integrate the Social Medical Insurance System in isolation. Instead,it should be reformed in company with the reformation of Household Registration System and Financial and Tax System.
