农民工社会养老保险制度研究进展

A Literature Review of Social Pension Insurance for Rural Migrant Workers

近二十年来,国内学术界对农民工社会养老保险问题进行了深入的探讨,特别是对制度建立的必要性、实践中存在的问题以及制度模式的选择及其完善等方面进行了大量的研究,这些研究紧紧地与实践结合在一起。随着农民工市民化的进程不断推进,建立城乡一体化的社会养老保险制度将是大势所趋。为此,当务之急,应从建立不同制度的衔接机制、降低农民工养老保费标准、建立财政补贴机制、强化企业社会保险责任、提高农民工参保意愿等方面入手,不断推进农民工养老保险制度的发展。

In the past two decades,pension insurance for workers from rural areas has been deeply discussed by the domestic academic circle,which has made a lot of researches on the necessity of establishing the system,the practical problems ,the selection and perfection of the system models. The focus of all these researches is closely linked with social practice. With an increasing number of rural migrant workers turning into urban citizens,it is an irresistible trend to build up a pension insurance system with same standards in rural and urban regions. In order to promote the development of the insurance system,it is urgent to connect different insurance mechanisms,to lower pension fee collection standard for migrant workers,to build fiscal subsidy mechanism,to reinforce social insurance liabilities for enterprises,to raise willingness of workers from rural areas to join the insurance plan.
