环境影响评价中公众参与存在的问题及对策——以深圳市为例

The Problems and Countermeasures of Applying Public Participation in the Process of Environmental Impact Assessment by Taking the Case of Shenzhen

环境影响评价公众参与在项目实施过程中发挥了巨大作用。深圳市按照国家和地方的相关要求开展了公众参与,但仍存在参与主体缺乏代表性和广泛性、信息公开不规范、参与方式单一、程序不健全及救济渠道不足等问题。根据目前深圳市现状,提出通过构建统一的博弈平台、完善公众参与程序和信息公开、科学合理的选择调查主体等措施,进一步提高公众参与的有效性。

Public participation should have played a significant role in the process of environmental impact assess-ment in the project management.It was widely adopted in Shenzhen according to the related national rules.Howev-er,there were some problems in Shenzhen,such as the shortage of representativeness and universality of the partic-ipators,fall short of the specification of the information disclosure,not enough ways of participation for the public, defective participating procedure,the lack of remedy breach,and so on.Countermeasures were put forward in or-der to improve the effectiveness of the public participation,which covered building up the same rules for all,pro-moting the participation procedure and information disclosure,and scientifically choosing the participators.
